HR shortlisted for LGC Award

Cllr Alan Rudge and HR Director Andy Albon will be smiling as Birmingham City Council HR Insource service is shortlisted for another national award!

The Change Agent Project has been shortlisted for a prestigious Local Government Chronicle Award under the 'Efficiency' Category.

The awards have been specially designed this year with an increased focus on sharing best practice.

The change agent project is a recent winner at The Personnel Today Awards and have saved the Council considerable money through their innovative and ground breaking approach to maximising our own talent and expertise.

We wish them luck for the finals and hope to see another trophy gracing the HR shelves, and recognition for the achievements of the Change Agent team, and of course the change agents themselves! Good luck!

Birmingham City Council, like many councils, used to depend heavily on external consultants. Unlike any other council, however, it found a more cost effective means of resourcing projects: Change Agents. This project was unique in that it developed a team of internal consultants, sold internally in direct competition with external consultants. This has proved so successful that, in January 2010, the project was concluded and replaced with an internal self-funding function called Birmingham Consultancy Service (BCS). An external audit by WMRIEP in 2009 and an internal survey of managers in 2010 both proved, without question, that the projects these Change Agents deliver achieve better outcomes for residents than those delivered by external consultants. Furthermore, because internal talent is used, the experience gained through delivering projects remains within the council.

This innovative approach to resourcing projects has so far saved the council an estimated £2.1m from reduced consultancy fees. This perfect combination of improved project outcomes and cost reduction is rapidly becoming best practice, with many other councils visiting Birmingham City Council to learn how to implement the approach themselves.
